The San Francisco Maritime National Historical Park is located in San Francisco, California, The water is cold, but plenty of people swim in the small bay. You can see some folks swimming here.
I was out on a morning run exploring the city and I saw this circular dock extend out into the ocean. I ran out there and was blown away by the beautiful view of the city as the morning sun woke up the buildings. I was also surprised to see dozens of people swimming! It looked like fun, but I was happy running instead of swimming that day.

From the end of the dock, you'll get an awesome view of Alcatraz Island and the Golden Gate Bridge. It's at the Western end of the Fisherman's Warf and worth the extra walk if you're already there. The Maritime National Historical Park is there as well, which includes a museum and a few historical vessels that are moored at the pier nearby.
